BUDGET 2019... DNT
Friends, let's see what in-charge finance minister respected Mr. Piyush Goyal said in his budget speech for we Denotified, Nomadic and Semi- nomadic tribes today......?
"Our government is committed to reach the most deprived citizens of this country. To this end, the condition of the denotified, Nomadic and semi-nomadic communities, which are Vimukt, Nomadic and semi-nomadic, the government this time has paid special attention towards these communities."
"These communities are hard to reach, less flexible and therefore frequently left out. The Nomadic and semi-nomadic communities move from place to place in search of a livelihood. Renke commission and Diste commission have done a commendable work to identify and least these communities."
"A committee under Niti Aayog will be set up to complete the task of identifying denotified Nomadic and semi-nomadic communities, Not yet formerly classified."
"The government will also set up a welfare development board, under the ministry of Social justice and empowerment, specially for the purpose of implementing welfare and development programmes for denotified Nomadic and semi-nomadic communities."
"The board shall ensure that special strategies are designed and implemented to serve these hard to reach communities. This board which is going to be formed, welfare development board, will in a way, care for the overall development of this class and work for implementing and delivering the benefits of the schemes."
Guys, first of all I would like to thank heartily, for the announcements made and the promises given by an acting Finance Minister Mr. Piyush Goyal. friends, actually these are the only announcements. These are the only promises. Actually these could be given a year ago and brought to the implementation till now. But, but, ... What I can say???
The Welfare development board, what the government is saying about, we have in our Maharashtra state, named as Vasantrao Naik DNT financial development board, which is always budget less!!
Even today also, the government didn't clarify about the structure of special committee which will it form under Niti Aayog, will it go through a Constitutional Amendment as OBC commission went? Will it have a constitutional status? Will it be a Commission or committee only? Friends, the work which will be given to this community, that is making the identification of those communities which are not yet classified under any category, is actually done by the Renke commission and the Idate Commission. Doesn't it mean that these are the only promises once again? An intention behin these promises is the forthcoming Lok Sabha election. I don't say that don't go with BJP and/or with their alliance. But I mean to say that these are the only announcements and promises made today. These could be given in a regular cabinet meeting and completed some of these promises before the elections. Who can tell the government that the whole DNT India was hoping for an announcement of an implementation of Idate commission! The declaration of decision of constitutional safeguards resulting in creation of third separate schedule, announcement of repealing of habitual offenders act, protection under atrocities act and much more. But nothing happened, nothing announced.
What the government actually has given to us, that too subject to allocation is three crore rupees for an educational and economical development of 15 crore deprived and the most downtrodden population of this country!! It means only 20 paise per head!! Now can you think about a development in such a huge budget?? Which is nothing but a expenditure value of any leaders offspring's marriage ceremony or any big election campaign meeting!!!
